Supplier whitelist and blacklist

Which suppliers appear on any store. Which never do.

HQ sets the list once. Whitelisted suppliers show up as sources across the network; blacklisted ones never appear on any store, any quote, any catalog. Your relationship with a supplier stays your relationship, and a location can't quietly buy from someone the network has cut. The rule is enforced before the store exists, not audited after.
