Network HQ sets catalog policy, suppliers, pricing and the calendar, and sees every sale. Locations run their stores, quotes and customers inside those rules. Buyers see a store under the location's name. Nobody above the network. Nobody taking a cut per order. The network runs the system with its own name on it, and the job at HQ is approve, set policy, read the numbers.
